Midlands Mum Fined £150 for Littering After Dropping Kale Leaf at Sainsbury's
The council apologized after reviewing bodycam footage and cited a technical error in the notice.
On June 13, Gedling Borough Council cancelled a £150 fixed penalty notice issued to welfare officer Monica Serro after she disputed the fine for a stray kale leaf lodged in her shopping trolley.
The incident occurred in an Arnold, Nottingham Sainsbury's car park while Serro was volunteering to collect food for vulnerable families when an enforcement agent claimed a loose kale leaf constituted littering.
Serro reported the officer threatened to increase the penalty if she refused to provide personal details, and official paperwork later falsely cited a cigarette offence at a different location.
Gedling Borough Council apologized for a 'communication error' citing a 'technical error' after reviewing body camera footage, though Serro maintains the original decision was 'ridiculous' and should never have been issued.
Separately, Harrow Council sacked two enforcement officers after footage emerged showing them threatening a member of the public with violence, reflecting wider unease over how private contractors treat citizens.
