MPCA Will Not Require Environmental Impact Statement for Riverview Expansion
State regulators found the environmental review adequate for a proposed 11,000-cow expansion, and the project will move toward a feedlot permit.
- On June 22, the Minnesota Pollution Control Agency decided against requiring an environmental impact study for Riverview LLP's West River Dairy expansion near Morris, determining the environmental assessment worksheet adequately addresses potential effects of increasing the herd from 7,855 to 18,855 cows.
- Proposed plans involve adding an 11,000-cow dairy farm adjacent to the existing West River Dairy, which has operated for more than 20 years on currently cultivated agricultural land in the Morris area.
- Opponents including the Land Stewardship Project raised concerns over the generation of 250 million gallons of liquid manure annually and 319 million gallons of water usage, with more than 1,400 public comments filed during the review.
- On June 23, the MPCA issued West River Dairy's feedlot permit, stating "the greatest concerns expressed from the facilities expansion will be mitigated" through required permits while noting economic issues fall outside environmental review scope.
- Next month, the Minnesota Department of Agriculture will announce engagement efforts to explore the economic and social impacts of large-scale dairies, while opponents bring their call for an environmental study to the Stevens County Board of Commissioners.
