‘Modi’s leadership reflects wisdom, courage, empathy’: Bhutan PM Tshering Tobgay

Tobgay said India’s support has reached 10,000 crore for Bhutan’s 13th Five-Year Plan as he praised Modi’s vision and long record of governance.

  • On Wednesday, Bhutan Prime Minister Tshering Tobgay praised Prime Minister Narendra Modi for completing 25 years in public office since becoming Gujarat Chief Minister on October 7, 2001, and noted Modi's receipt of Bhutan's highest honour, the Order of the Druk Gyalpo.
  • During a 2019 private meeting when he was no longer prime minister, Tobgay told Modi he would always consider him his "elder brother" and described him as an "avatar of Vishnu," explaining Modi treated him with familial warmth.
  • Crediting Modi's discipline, Tobgay pointed to his nearly 13 years as Gujarat Chief Minister, noting the state emerged as a reference point for growth, infrastructure, investment and execution before Modi scaled these approaches nationally through manufacturing, foreign investment, financial inclusion, sanitation, technology and infrastructure.
  • Reflecting on his 2019 assessment, Tobgay linked Modi's leadership to Bhutanese Buddhist tradition by citing Rigsum Gonpo—a trinity of Bodhisattvas representing wisdom, compassion and courage—and identified Modi with Kalki, the final avatar of Vishnu, to describe enlightened leadership.
  • Modi's "B4B" framework guides the India-Bhutan partnership, with India doubling support for Bhutan's 13th Five-Year Plan to ₹10,000 crore in 2024, though Tobgay emphasized that achieving the "Viksit Bharat" vision requires "difficult choices and sustained execution" across generations.
