Minnesota man honored as 'outstanding refugee' charged in Medicaid fraud case
Prosecutors say Elmi and co-conspirators billed Medicaid for more than $1 million in services that were not provided or not eligible.
- On Thursday, authorities arrested Salman Ahmed Elmi after a warrant was issued, charging the 30-year-old with Medicaid fraud involving more than $1 million linked to a sex trafficking operation in Hennepin County, Minnesota.
- Prosecutors allege Elmi, Frank Reeves, Viktoriya Komonash, and Andrea Sampson operated four agencies including Reva Health to bill Medicaid more than $4.5 million since 2023 using falsified documents and recruiting vulnerable individuals.
- Hennepin County Attorney Mary Moriarty reported Reeves, Sampson, and Komonash were arrested Friday. Investigators allege the group stole victims' identities from a trafficking operation to file false Medicaid claims for services never provided.
- Previously honored as an "outstanding refugee" by the Minnesota Department of Human Services, Elmi also founded the startup Tavolo with funding from Shark Tank star Kevin O'Leary. He made his first court appearance on Monday.
- Heidi Kleg of the advocacy group Breaking Free stated she believes these arrests are "the tip of the iceberg." She warned, "These are people that you work with every day," highlighting trafficking's reach into communities.
