Milton City Council to vote on $10M Chang settlement

The Milton City Council will vote Monday on a proposed $10 million settlement over the death of Joshua Chang, a Yale University student killed in 2016 when his car struck a roadside concrete planter. The case reached the Georgia Supreme Court on questions of municipal sovereign immunity and drew support from more than 60 Georgia cities backing Milton’s appeal.
