Mexico's lower house rejects Sheinbaum's electoral reform, 'Plan B' looms

Sheinbaum's electoral reform secured 259 votes but failed to reach the supermajority; Morena now proposes changes to secondary laws to reduce electoral costs and increase oversight.

  • On March 11, the lower house of Mexico's Congress rejected an electoral reform proposed by President Claudia Sheinbaum, with critics saying it concentrated power; the vote was 259 in favor, 234 against, and one abstention.
  • The defeat reflected a rare rift in Morena's coalition, as Sheinbaum introduced the initiative in late February arguing it would strengthen democracy and increase citizen participation.
  • The package proposed reducing Senate seats and increased oversight of electoral bodies, aiming to cut electoral cost by a quarter and boost citizen participation.
  • Moving to secondary laws would allow lawmakers to pass reforms with only a simple majority, following the defeat of Sheinbaum's original proposal.
  • Electoral experts cautioned that a secondary-law approach could allow cuts to the National Electoral Institute, changes to proportional representation, and new artificial intelligence rules for campaigns, while Pablo Gómez highlighted $3.55 billion electoral system costs in 2024.
