Massachusetts Senate Approves Outdoor Drinking and 3 a.m. Last Call Option
The temporary measure would let cities and towns opt in for later bar hours and outdoor drinking zones to capture World Cup tourism.
On Monday, the Massachusetts Legislature sent a bill to Governor Maura Healey allowing bars to extend alcohol service until 3 a.m. and establish designated outdoor drinking "districts" through July 31, 2026.
Lawmakers advanced the pilot program to help local businesses capitalize on an expected surge of visitors during the 2026 FIFA World Cup and other summer celebrations, aiming to boost Commonwealth revenue.
Establishments are not required to extend hours, as the policy remains subject to local licensing authority approval. Stephen Clark, president of the Massachusetts Restaurant Association, called the flexibility a "win-win" for owners.
Senate President Karen Spilka and House Speaker Ron Mariano support the measure, which requires a report by December 31, 2026, on implementation outcomes and evidence of public safety incidents.
This temporary measure provides an opportunity to evaluate extended hours' impact on nightlife patterns and tourism. Legislators may consider future permanent changes if the pilot successfully supports economic activity without compromising public safety.
