Man in Creepy Mask Sought for Threatening, Chasing People Near City Hall

- At 5:20 a.m., the suspect entered a Dunkin' on the 1500 block of Chestnut Street but was refused service due to his mask. Police describe the individual as a thin Black male, approximately 5 feet 8 inches tall, aged 16 to 20.
- Investigators are scouring social media to identify the suspect, who faces charges including terroristic threats and simple assault upon apprehension. Smith urged victims to call 215-686-TIPS, noting that while six people were targeted, only one has reported the incident.
- Local workers expressed concern over the "disturbing" encounters, with some questioning whether the acts were part of an online prank. Officials warned potential offenders that they are actively working to locate the suspect in Philadelphia.
