Man Named Loony Toon Headed to Prison for Firing at Police Officers During Chase

Loony John Franklin Kolb Toon pleaded guilty to firearm and assault charges and must also pay restitution for damaged vehicles, prosecutors said.

  • On Thursday, a Clackamas County Circuit Court judge sentenced 43-year-old Loony John Franklin Kolb Toon to 20 years in prison for shooting at Milwaukie police officers.
  • Following a traffic stop on June 20, 2025, Toon fired at three officers before fleeing to a nearby golf course; authorities arrested him three days later in Sandy, Oregon, about 20 miles away.
  • Bullets fired by Toon struck at least one officer's vehicle and another person's car. The Clackamas County District Attorney's Office reported Toon has 25 criminal convictions, 16 of which are felonies, and was on probation for attempted kidnapping.
  • Under a plea agreement, Toon will plead guilty to outstanding charges in Washington, Benton, Yamhill, and Columbia counties, with any prison time running concurrently with his Clackamas County sentence.
  • The court ordered Toon to pay restitution to the city of Milwaukie for the damaged police car and to the owner of the vehicle struck by his gunfire.
