THEO LACY jail facility (OCSD). A man arrested in Huntington Beach on Saturday was found dead on the first floor of barracks at the Theo Lacy jail facility in Orange on Tuesday morning. According to the Orange County Sheriff’s Department, David N. Alcazar, 60, had been arrested by the HBPD on charges of making criminal threats, stalking and vandalism.
