Niagara Falls Police were on routine patrol around 5pm on August 1st when they observed a male sitting on the sidewalk in front of Horizons at 24th and Pine Avenue drinking a large can of beer.   Officers exited their patrol vehicle and attempted to speak with him regarding his consumption of alcohol on a city sidewalk.
