ROCKFORD, Ill. (WTVO) — Winnebago County Sheriff's Deputies arrested Josiah Williams, 20, on weapons charges on Tuesday. Around 2:22 a.m., officers were patrolling on South Springfield Avenue when they saw a red Honda Civic speeding 20 miles per hour over the limit, according to court records.
