Labour is failing voters

I am not sure anyone has clamoured for a lowering of the voting age to 16, as Labour is now promising. I have heard vast numbers of people say they would like votes that count, as proportional representation would deliver, and which Labour is not proposing. Why does it keep failing so spectacularly?
