Louisiana advances plan to eliminate majority-Black US House district after court ruling
The proposal would shift Louisiana’s congressional delegation to 5-1 Republican and could force Democratic Rep. Cleo Fields out of his seat.
- Early Wednesday, the Senate and Governmental Affairs Committee approved a congressional map reducing Louisiana's majority-Black districts from two to one, with the 4-3 vote advancing Senate Bill 121 proposed by Republican Sen. Jay Morris of West Monroe.
- Following the U.S. Supreme Court's ruling in the Callais case that deemed the previous map an illegal racial gerrymander, Republican Gov. Jeff Landry suspended the May 16 elections to allow the Legislature to draw new boundaries.
- Senate Bill 121 would force incumbent Black Democratic Congressmen Troy Carter and Cleo Fields to compete for the same seat. "The voices of Black voters are under attack," Carter said after hours of resident testimony.
- The full Senate is expected to vote Thursday on the bill before sending it to a House committee next week, with Republicans controlling a supermajority making passage likely before the June 1 session end.
- This effort is part of a 10-month-long national redistricting battle involving about one-third of the states, as Republicans in other Southern states including Tennessee and Alabama have similarly attempted to eliminate House districts with large minority populations that elected Democrats.
