Thirteen years ago, the John Roberts-led Supreme Court, in its Shelby decision, struck down a key provision of the Voting Rights Act. It required that several states with a history of voter discrimination had to submit proposed changes to the Department of Justice for review. In his majority opinion, Roberts indicated that DOJ pre-clearance was no longer needed since systemic forms of voting discrimination had significantly been diminished.
