I began reading State Sen. Paul Utke’s opinion piece (March 22 Enterprise) with the hope that he might offer proposals for how to deal with the anticipated shortfall in the Minnesota state budget. Instead, the entire piece simply focused on who to blame, with not even a hint of where he or his party stood on how to best address it.
