Quebec government reassigns head of auto insurance board amid scandal
QUEBEC, JUL 9 – Éric Ducharme was dismissed after ongoing crises and declining confidence from Premier Legault and Minister Guilbault, following the troubled SAAQclic platform rollout, officials said.
- The Quebec government fired Éric Ducharme, president and CEO of SAAQ, in mid-2025 amid ongoing public inquiry and scandal.
- Ducharme was brought in during April 2023 to address the turmoil following the troubled launch of the SAAQclic platform, which resulted in a financial shortfall exceeding $500 million.
- In June 2025, Quebec’s anticorruption unit raided the SAAQ headquarters amid auditors’ reports of ongoing contract mismanagement and internal reluctance to cooperate with audits under Ducharme’s leadership.
- Ducharme lacked interest in internal audits, and an auditor said he seemed to say, “I don’t want your work,” while Premier Legault withheld public support pending the inquiry report.
- Annie Lafond, vice-president of policyholder services, is expected to replace Ducharme as CEO to oversee stabilization efforts at the troubled auto board.
