"The whole thing is based on a logic that we have already seen in the KEKVA model of higher education: outsourcing public assets and public tasks to a foundation form, with long-term contracts, strong political timing, and limited democratic control."

According to Zoltán Tanács, the problem is not with cutting-edge research, but with the fact that significant public funds would be allocated to a foundation system that would be cemented for many years, with limited democratic control.
"The question is whether it is acceptable that, with a long-term contract concluded before the elections, hundreds of billions of forints of public money are allocated to a foundation based on the KEKVA model and managed by a narrow circle of decision-makers, so that the democratic government of the day will have little real insight into and influence over the use of the money," the minister wrote on Facebook.
