The selection of the date generated criticisms by including presidential candidates in an election campaign. The Council of State has not met since March and has continued without new members elected by Parliament.
The call takes place after statements by Prime Minister Luis Montenegro on the possible sending of Portuguese troops to Ukraine and following the North American attack on Venezuela. This will probably be the last meeting of the consultative body in the mandates of Marcelo Rebelo de Sousa.
