Under cloudy September skies, two interns stepped through thick brush into the west fork of Judd Creek, where a row of freshly cut wooden posts crossed the narrow channel. Wearing work gloves, rubber boots and matching camouflage caps, they fed branches and green fir boughs between the posts — over one, under the next — like weaving an oversized basket in the water.
