Fife councillor David Graham found guilty of sex offences involving teenage girl

FIFE, SCOTLAND, JUL 23 – David Graham was convicted of sexual offences involving a teenage girl aged 13 to 15 over seven months in 2023, with sentencing set for August 19, Fife Council said.

  • On Wednesday, David Graham was convicted at Kirkcaldy Sheriff Court, guilty of one charge under the Sexual Offences Act 2009.
  • Between February 11 and August 21, 2023, offences involving sexual activity with a girl aged 13-15 occurred at various locations in the Fife and Edinburgh areas.
  • Graham is a manipulative individual who groomed and sexually abused his teenage victim, said Detective Inspector Graham Watson.
  • David Ross described the revelations as `truly shocking`, adding `This is appalling behaviour by anyone, let alone an elected councillor`, and calling for his immediate expulsion from the Labour Party.
  • Following the conviction on 23 July 2025, a Fife Council spokesperson said commenting further before sentencing would be inappropriate.
