- The two nations have deepened mutual ties since signing a mutual defense pact in June 2024, which laid the groundwork for North Korea's military support for Russia's war in Ukraine. Kim termed this alliance the "steadfast policy" of his government.
- Pyongyang has sent an estimated 14,000 to 15,000 troops to support Russia's war in Ukraine since 2024. Kim expressed conviction that Russia's "sacred war of justice" to defend its "sovereignty, security interests and territorial integrity" would end in victory.
- Separately on Wednesday, North Korean state media KCNA criticized the United States over arms sales and military support for Taiwan. A commentary citing analyst Kim Myong Chol accused Washington of fueling tensions in the Taiwan Strait.
- This criticism follows the arrival of two new F-16V Block 70 fighter jets in Taiwan last week, part of a 66-jet order from 2019, as Taiwan faces rising military threat from Beijing.
