County issues Hurricane Lowell update

Hurricane Lowell brought damaging winds, heavy rain, and high surf to Kauaʻi overnight, passing west of the island early Tuesday. Widespread power outages, downed trees, and debris have been reported islandwide, along with damage from wind and coastal surge.
