Shivakumar and Siddaramaiah had spoken against the project in the Assembly Bengaluru, July 16 The Congress government, which has not abandoned the Bidadi Township project, has now staged a new drama by forming a committee. Chief Minister D.K. Shivakumar is indulging in a sympathy-seeking drama, said Opposition Leader R. Ashok. Addressing a press conference, he said: “BJP and JD(S) have never issued any land acquisition orders. Even Congress had opposed this project earlier.” He added that despite farmers launching a fierce agitation against the Bidadi Township, the government sent police who assaulted them. FIRs mention murder and threats. “Forming a House Committee now for this is ridiculous. Once farmers have clearly said they will not give their land, there was no need for any House Committee. This has been done only to escape the beating stick that is coming during the Assembly session,” he said. On HD Kumaraswamy and previous governments Central Minister H.D. Kumaraswamy had only proposed the project earlier but had not issued any orders. He had only carried out proceedings. Those making allegations should give proper clarification. Those spreading false propaganda that this is Kumaraswamy’s “pet dream project” should produce documents. When Kumaraswamy was Chief Minister, Rule 69 discussion was held in the Assembly on the Bidadi issue. He had then replied that the project would not be implemented against the wishes of farmers. Later, during the Chief Ministerships of Yediyurappa, Sadananda Gowda, and Jagadish Shettar also, the project was not implemented, Ashok said. DLF and BJP government’s stand “DLF company had shown interest and deposited ₹400 crore. The BJP government returned the money. If we had any interest, we would have negotiated with the company and done real estate business. Therefore, there is no role for BJP in this. Later, the Central Government brought in a new land acquisition law. Then Chief Minister Sadananda Gowda said it needed to be thought over. During Jagadish Shettar’s time, a meeting was held on 26/7/2012 and a committee was formed. No acquisition took place. That means no decision was taken during BJP’s tenure. Let them clarify whether BJP issued 4(1), 51, or 61 award notices. BJP has done nothing in this matter,” he said. At that time, Congress’s regional committee under H.K. Patil’s leadership constituted a Fact-Finding Committee. “Those who are now implementing the project should release the report of that committee which they had then demanded. That committee report had clearly stated that this layout should not be done. Siddaramaiah too had opposed the Town Shift project in the Assembly, saying farmers would be cursed and they would commit suicide. D.K. Shivakumar had said in the Assembly that this is his district and bringing the project would be an insult to farmers,” Ashok recalled. Actions during Siddaramaiah’s time On 3/6/2016, under Siddaramaiah’s chairmanship, a meeting was held and the Greater Bengaluru Bidadi Smart City project was announced by including 38 villages, including 10 villages falling under Ramanagara district’s township area. Who did this? Four months later, they constituted the Bidadi Smart City Project Area Authority. “That means all the orders were issued during Siddaramaiah’s time itself, yet it is being called Kumaraswamy’s pet project. In 2018, when a starred question was asked in the Assembly, then Deputy Chief Minister Parameshwara had said that ‘we have not done any land acquisition’. Previous BJP and coalition governments had done acquisition — they could not have given such a reply. On 15/7/2024, Siddaramaiah issued a gazette notification and created khata with a condition that it should not be transferred for 25 years. There cannot be bigger proof than this that it is real estate. Once the government issues an order, grant cannot be given. It has been handed over to some contractor from Andhra. D.K. Shivakumar is speaking to gain public sympathy. They have no concern for farmers. Congress leaders are saying it is our brothers’ and sisters’ land. Let them declare whose land is there in Bidadi,” he challenged. In the 2007 Assembly session, Siddaramaiah had said: “We are not able to supply drinking water to one-third of Bengaluru’s population. Bengaluru needs 810 million litres of water, they say. We already don’t have water for drinking. And now you are going to take away farmers’ land. If you want to make SEZ, do it in Hassan or Mandya.” At that time, D.K. Shivakumar had said, “This is a question of our party’s credibility. It is a question of our Fact-Finding Committee. You have to ask for apology.” After all this, Kumaraswamy had said there was no need to evict them, hurt their sentiments, and build a township there, Ashok explained. On the current situation Even though protests in Bidadi have completed 435 days, the government did not constitute any committee. After the session ends, the committee will submit its report. After that, acquisition will again proceed. They will issue land acquisition orders at night and the Chief Minister will speak in the morning. What is the meaning of this committee? “Just like in the RCB stampede case, they said culprits would be punished and later gave clean chits to everyone. They will do the same here too. This committee will submit its report in two months. This is nothing but a drama,” he said. No demand for denotification “No one is bigger than the people’s struggle. In West Bengal, Mamata Banerjee’s government faced public wrath and had to go. The same will happen to Congress. This will be the final nail in the coffin of the Congress government. The Chief Minister says attempts are being made to send them to jail through denotification. We are not demanding denotification. It is enough if farmers are left in peace. The next government will handle it,” R. Ashok said.
