WILLIAMSPORT—A federal judge has dismissed half the claims in a suit brought by the parents of a special needs student who was strapped to a backboard in a Williamsport Area High School class.However, U.S. Middle District Judge Matthew W. Brann on Friday gave Page Carol and Nathaniel Woods Jr. an opportunity to file an amended complaint.
