OSCE Allies Demand Justice for Ukrainian POWs
NETHERLANDS, JUL 24 – More than 40 OSCE states triggered the Moscow Mechanism to investigate credible allegations of systematic torture, executions, and war crimes against Ukrainian POWs by Russian forces.
- On July 24, the Netherlands and 40 OSCE participating States invoked the Moscow Mechanism, sending a letter to ODIHR Director Maria Telalian to investigate alleged abuses.
- Against the backdrop of Russia's full-scale invasion on February 24, 2022, credible sources including ODIHR, OHCHR and UN COI reported consistent POW rights violations at detention facilities in occupied territories and Russia.
- Witnesses recounted torture methods such as electrocution, including genital targeting, mock executions, and dog attacks, including threats of rape.
- The delegations asked ODIHR to establish facts, analyze patterns of systematic torture and executions, and offer accountability recommendations, following the invocation of the Moscow Mechanism.
- Following the investigation, the mission will prepare a report with findings and recommendations, and ODIHR will share documentation with the UN Human Rights Monitoring Mission in Ukraine and courts.
