False Records, Fraud, Exploitation: J&K Doctor Suspended over Alleged Needless Cardiac Procedures
The inquiry found 103 cardiac cases were billed as pacemaker implants, while experts said 27 of 55 reviewed patients did not need the procedures.
On Saturday, the Jammu and Kashmir government suspended Associate Professor Dr. Syed Maqbool Ahmad Shah from Government Medical College Anantnag pending an inquiry into alleged irregularities involving 103 cardiac procedures under the PMJAY-SEHAT scheme.
The State Anti-Fraud Unit conducted an unannounced investigation on December 19, 2025, after receiving multiple alerts regarding suspected out-of-pocket expenditures incurred by vulnerable patients at the facility.
Experts found that Maqbool booked 103 cases under the 'Dual Chamber Pacemaker' package while actually performing Left Bundle Branch Area Pacing ; 27 of 55 evaluated patients had normal heart function requiring no procedure.
Patient Peer Rafiq Ahmad confirmed he was forced to pay ₹70,000 out of his own pocket to private firm M/S SSB Combination, with Maqbool allegedly directing the external financial transaction.
State Health Minister Sakina Itoo stated the inquiry will hold doctors accountable, declaring, "We will not allow any doctor to play with the lives of patients." Maqbool must submit a written defense within one week.
