With those words, San Juan Mayor Miguel Romero Lugo reacted Tuesday to the prolonged water service interruption that has affected communities supplied by the Cupey Distribution System for the past four days, attributing the situation to a lack of operational capacity on the part of the Puerto Rico Aqueduct and Sewer Authority (AAA).
