At about 8:40 a.m. Wednesday, Aug. 13, in Horizon City, three unmarked vehicles blocked Paulo Cesar Gamez Lira’s car and seven plainclothes men – some masked and armed – pulled him from the driver’s seat, court documents show. Last month, 28-year-old Catalina “Xóchitl” Santiago was boarding a domestic flight when she was detained by Customs and Border Protection officers at the El Paso airport. For years, she has legally lived in the U.S. under the Deferred Action for Childhood Arrivals program. Despite that, she remains in ICE detention in Texas.
