The conversion work on the former century-old paper mill Chapelle Darblay near Rouen should have started in 2026. Almost two years after its purchase, it is still waiting. One of the buyers is having financial difficulties in his two paper factories in the south of France. In Grand-Couronne, the CGT organized a rally this Wednesday, February 11, 2026 in front of the dormant factory.
In June 2025, the CGT had claimed a "historical victory" when the public authorities had indicated that they wanted to financially support the project of reconversion in the packaging of the Chapelle-Darblay stationery of Grand-Couronne (Seine-Maritime). A "victory" without tomorrow? The file has, in fact, remained a dead letter to date.
