An Upstate New York man has been arrested after allegedly posing as a doctor and distributing prescription drugs.Kevin Whitman, 27, of Irondequoit, N.Y., was charged Thursday by criminal complaint with distributing and dispensing a controlled substance, using a registration number issued to another person to obtain controlled substances, and obtaining controlled substances by fraud. He faces up to 20 years in prison and a $1 million fine.
