Iran executed at least 1,639 people in 2025, most since 1989: NGOs
Rights groups said drug and murder cases drove most hangings, while security-related executions and public hangings also rose.
- On Monday, April 13, Norway-based Iran Human Rights and Paris-based Together Against the Death Penalty reported that Iranian authorities executed at least 1,639 people in 2025, the highest annual figure since 1989.
- IHR director Mahmood Amiry-Moghaddam stated authorities averaged four to five executions daily to create fear and prevent new protests following January unrest that authorities suppressed.
- Among those executed were 48 women, the highest in more than 20 years with 21 convicted of murdering spouses; public hangings more than tripled to 11, while Kurdish and Baluch minorities face disproportionate targeting.
- During the war against Israel beginning Feb 28, Iran hanged seven people linked to January protests, including six members of the banned Peoples Mujahedin of Iran and one Iranian-Swedish citizen charged with spying.
- If the Islamic Republic survives its current crisis, executions may be used even more extensively as a tool of oppression, while rights groups including Amnesty International rank Iran among the world's highest executioners per capita.
