- Contracts with nations outside the Asian Clearing Union can now use rupees; Nepal and Bhutan follow separate rules, while Iran remains subject to specific security obligations under paragraph 2.19 of the FTP.
- GTRI Founder Ajay Srivastava said the notification removes regulatory uncertainty, yet cautioned that "Regulatory permission alone will not create large-scale rupee trade," citing difficulties for overseas banks obtaining rupees.
- India now needs country-specific settlement arrangements, simpler banking procedures, and affordable hedging to scale rupee trade, as current limitations may otherwise keep invoicing a useful but limited facility.
