India and Qatar set to finalise free trade agreement this week, to double bilateral trade to $28 billion

The visit aims to finalise terms for a free trade agreement to boost bilateral trade, which exceeded $14 billion in 2024-25, and enhance cooperation across multiple sectors.

  • On October 6, 2025, Piyush Goyal begins a two-day visit to Doha, Qatar to attend the Qatar-India Joint Commission on Trade and Commerce, co-chaired by H.E. Sheikh Faisal bin Thani bin Faisal Al Thani.
  • This week, India and Qatar are expected to finalise the Terms of Reference for a Comprehensive Economic Partnership Agreement, the Commerce Ministry of India said.
  • Trade figures reveal India’s exports to Qatar were USD 1.68 billion, while imports were USD 12.46 billion last fiscal year, with nearly 90% of imports being crude petroleum and gas-related products.
  • Both ministers agreed to fast-track talks to double bilateral trade to USD 30 billion by 2030 from USD 14 billion today; Qatar has already invested between USD 4-5 billion in India with USD 1-1.5 billion in the pipeline, said Goyal.
  • Goyal has said an FTA could be finalised by mid or third quarter of next year, while talks will explore finance, agriculture, artificial intelligence, data centres, renewable energy, tourism, and healthcare.
