RCMP officer who shot Vancouver Island man twice in head faces possible gun charges

  • On March 28, 2023, after responding to a disturbance near Evans Park and Somenos Road in British Columbia, RCMP officers from the North Cowichan and Duncan detachments shot Davin Cochrane in the head.
  • The shooting followed a disturbance involving Cochrane driving a skid-steer bobcat into police vehicles, which prompted police to use their firearms.
  • The Independent Investigations Office initiated an inquiry in March 2023 and, in a report released on May 21, 2025, concluded there is reasonable cause to suspect that an officer might have committed an offence involving the use of a firearm.
  • Following its investigation, the IIO submitted its findings to the BC Prosecution Service, which must determine whether the evidence supports a strong chance of conviction and if pursuing charges serves the public interest; meanwhile, the Crown Defendants argue that the plaintiff’s apprehension and the methods employed were lawful, reasonable, and conducted in good faith.
  • This development has led to potential charges against the officer, a civil claim by Cochrane against RCMP members and government officials, and ongoing legal proceedings in British Columbia.
