A year ago, I would have begun this speech with a lament over the, until recently, unthinkable transformation of the European Union from an ominous Peace Project to a War Project. Today I will do no such thing. Since last year, warmongering has penetrated the very fabric of the Union, has infiltrated every one of its policies, has permeated every one of the think tanks that produce Europe’s dominant ideology.
