Romanians who do not earn income and want to be insured in the public health system will continue to pay the same contribution in 2026, even though the gross minimum wage has been increased since 1 July.
Persons who do not have a job and do not obtain income subject to the Social Health Insurance Contribution (CASS) may have access to the public system by filing the Single Declaration and paying the amount established by the Tax Code.
If you do not have a job or are not insured by other forms of law, you can have access to medical services in the public system. It is enough to pay for the health contribution, and the procedure can be done at any time during the year.
