House Intelligence Committee Warns AI Could Help Terrorists Build Deadlier Weapons
The report says frontier models could help terrorists build more destructive attacks and warns that existing safeguards may not keep pace.
- The House Permanent Select Committee on Intelligence released a bipartisan report Monday warning that AI advancements could enable terrorists to conduct more destructive attacks, evaluating U.S. security progress over 25 years since September 11, 2001.
- Lawmakers urged spy agencies to prepare for "Black Swan" AI risks, citing testimony from Johns Hopkins professor Dr. Benjamin Buchanan, who invoked the pre-9/11 "failure of imagination" as a cautionary parallel for current intelligence gaps.
- Scientific knowledge underpinning vaccine development "may also be misused by hostile states or non-state actors seeking to develop, modify, or disseminate harmful biological agents," the report cautioned, warning that AI model capabilities are difficult to fully control.
- Addressing next-generation threats requires the committee to build "secure AI tools for collection, analysis, and warning paired with rigorous testing, human oversight, and strong privacy and civil liberties protections." The committee urged intelligence agencies to accelerate adoption of these tools.
- Stepping back to evaluate the broader security landscape, the committee concluded the United States "faces a threat environment as complex and dangerous as any since September 11, 2001," adding that "serious gaps remain in our ability to confront and address these vulnerabilities.
