West Oxfordshire Estate Agent Backs Home Buying Reforms

The reforms could cut about four weeks from a sale and reduce fall-throughs by requiring upfront information and digital checks.

  • Prime Minister Sir Keir Starmer announced reforms to "bring this outdated process into the modern age," with sellers required to provide upfront "sales packs" and the Government estimating changes could slash around four weeks off home sales.
  • Rightmove chief executive Johan Svanstrom noted it takes a "lengthy 170 days" to complete a transaction, while last year fall-throughs cost approximately £900 million in potential stamp duty and commission in England.
  • Housing Secretary Steve Reed said reforms make the system "faster, fairer and more secure," with digital property logbooks and AI-assisted conveyancing eliminating "back and forth" communication that holds up sales.
  • Propertymark chief executive Nathan Emerson welcomed "digitised and trusted information," while Lloyds Banking Group homes director Andrew Asaam said reforms provide "greater certainty" in England, Wales, and Northern Ireland, though not Scotland.
  • The Government's roadmap spans the rest of Parliament, with a new code of practice for agents set for later this year and consultations on mandatory estate agent qualifications beginning next year.
