Gov. Hochul Proposes First-of-Its-Kind Legislation to Prevent 3D Printers From Manufacturing Guns
Proposals would criminalize digital instructions for gun making, mandate reporting of 3D-printed guns, and require safety features to block firearm production, aiming to reduce untraceable ghost guns.
- On Wednesday, Gov. Kathy Hochul unveiled a package targeting 3D-printed and illegal firearms as part of her 2026 State of the State priorities in Albany, New York.
- Building on a 2021 ghost-gun ban, officials point to a 1,000 percent rise in 3D-printed gun recoveries and over 569 seizures this year, Manhattan DA Bragg said.
- The proposals would criminalize unlicensed digital instructions, require 3D printer manufacturers to block gun printing, log recovered guns in the Criminal Gun Clearinghouse, and force gun manufacturers to resist pistol conversion, Superintendent Steven G. James said, `As technology evolves, so do the threats we face. These proposals give law enforcement the tools we need to address the growing danger posed by 3D-printed and illegally modified firearms, while strengthening our ability to track, investigate, and prevent gun violence.`
- The proposals would need legislative approval and would establish criminal penalties for 3D-printed guns if adopted, with Manhattan District Attorney Alvin Bragg and Democratic majority leaders supporting them despite opposition from Second Amendment groups.
- Hochul will present her proposals next Tuesday in her State of the State address, citing a 60% reduction in shootings in New York City over the past year.
