New HHS Rule Will Allow Doctors to Manage Prior Authorization Entirely Within EHR Systems
The new HHS rule, effective Oct 1, 2025, aims to reduce treatment delays and save billions in administrative costs by enabling electronic prior authorizations and price transparency.
- On September 2, 2025, the U.S. Department of Health and Human Services announced a final ASTP/ONC rule effective October 1, granting doctors and patients real-time access to prescription drug prices and prior authorization requirements.
- Following a June 2025 meeting, major health insurers covering nearly eight in 10 Americans pledged reforms that informed the new rule, alongside Secretary of Health and Human Services Robert F. Kennedy, Jr. and CMS Administrator Dr. Mehmet Oz.
- Under the final rule, certified health IT systems must enable health care providers to submit prior authorizations electronically and exchange prescription data with pharmacies and insurance plans, letting prescribers compare drug prices in real time and identify lower-cost alternatives for Medicare Part D patients.
- Officials say the reform will reduce treatment delays, cut administrative burdens frustrating patients and providers, and prevent health insurers from blocking physician-approved care while aiding clinicians in identifying cost-effective treatments.
- The move builds on recent CMS efforts and complements policies expanding nationwide interoperability for patients, health care providers, and payers, ASTP/ONC says.
