Some of the harshest critics of legal cannabis come from Germany's southern state, where three cannabis clubs have just been approved. The state's conservative leadership says it doesn't change their goal of repealing the legalisation.

After long waiting and testing, Bavaria has approved the first three cannabis clubs – in the districts of Rosenheim, Bad Kissingen and Freising. Minister of Health Gerlach has already announced "close checks" before the first cultivation.
Partial legalization of cannabis has been in place for a year, and associations have been allowed to grow under strict rules for three-quarters of a year – first clubs could soon start in Bavaria.
