Iowa Leads Nation in Federal Addiction-Recovery Programs to Prevent Foster Care Placements
The program will bring treatment and parenting services into homes for eligible families, with officials saying it could help prevent foster care placements.
- On Tuesday, U.S. Health and Human Services Secretary Robert F. Kennedy Jr. announced in Des Moines that Iowa became the first state to gain federal approval for an at-home addiction recovery program.
- Last year, caregiver substance use caused almost 3,000 Iowa children to be removed from their families and placed in foster care, prompting state officials to develop intervention strategies before family separation occurs.
- The initiative adds Family-Based Recovery and Wellness Recovery Action Plan to the Title-IV Prevention Services Clearinghouse, targeting caregivers with children under 6 reported for suspected maltreatment and substance use issues.
- Director of the Division of Family Well-Being and Protection Janee Harvey said, "This is kind of a nice hybrid where service actually goes into the family to bring that treatment right into that living room."
- Governor Kim Reynolds, 26 years into recovery after struggling with alcohol addiction, called the approach a "game changer" and expressed hope her story will inspire other Iowans to seek help.
