Why You Might See Higher Prices for Wine and Liquor in Pennsylvania Soon
PENNSYLVANIA, JUL 25 – The Pennsylvania Liquor Control Board's $1 per case fee will generate $15 to $17 million annually from wine and spirits producers to cover warehousing costs.
- On July 16, the Pennsylvania Liquor Control Board approved a $1-per-case bailment fee on wine and spirits, effective January 1, 2026.
- Earlier this month, the Pennsylvania Liquor Control Board decided it could no longer absorb warehousing expenses, noting that bailment fees are standard in other control states.
- The coalition representing wine and spirits producers said the fee will cost producers $15–17 million annually, adding it was approved just two days after the proposal became public.
- PLCb spokesman Shawn Kelly added the board won’t raise consumer prices over the fee unless suppliers request increases, and noted eight other control states charge a similar $1-per-case fee.
- With declining revenues, industry groups said the PLCB’s net income declined by $18.7 million, or 7.2%, highlighting broader financial pressures on the market.
