GRAND FORKS — Two athletes with Grand Forks ties finished in the Top 8 on Thursday at the NCAA National Outdoor Championships in Eugene, Ore. Stephanie Ratcliffe of Georgia won the event with a throw of 71.37 meters. Grand Forks native Shelby Frank of Texas Tech finished second nationally with a throw of 71.05 meters.
