Governor signs bill capping punitive wildfire damages for electric utilities; plus 11 others

Governor Laura Kelly has signed a bill capping punitive damages resulting from out-of-control fires blamed on electric utilities in Kansas. The bill would limit punitive damages for a wildfire to $5 million a claim, an amount already spelled out elsewhere in the law.
