Closing the aging Maryland Correctional Institution at Jessup will save $21 million annually and avoid $200 million in costly repairs, officials said.
- The state announced it will close Maryland Correctional Institution at Jessup by June 30, 2026, projecting savings of $1 billion annually, said Gov. Moore.
- After an agency assessment found prolonged underinvestment, the Maryland Department of General Services reported MCI-J needs $200 million in capital improvements, including drainage, foundation, plumbing, and electrical repairs.
- In the coming months staff members at Maryland Correctional Institution at Jessup will be reassigned to nearby Jessup facilities while about 700 incarcerated people are moved in phases.
- Officials say redeploying staff will reduce mandatory overtime, improve coverage, and expand education, vocational and re-entry programs, with net Jessup-region savings of $19.2 million and $27.6 million overtime savings by fiscal 2027 at MCI-W and DRCF.
- Union leaders said, `AFSCME is ready to question the plan at public hearings` after the state will winterize the facility for $1.5 million and plans demolition in 2036 costing $31 million.
