Gov. Kim Reynolds signs Iowa charter school, homeschool expansion bill into law
The law directs about $1.3 million to charter schools and removes homeschool limits on group size and compensation, officials said.
Gov. Kim Reynolds signed House File 2754 into law on Tuesday at Des Moines Prep, a charter school that opened in August 2025, expanding charter school funding and relaxing homeschool regulations.
The legislation shifts roughly $1.3 million from the Teacher Salary Supplement fund to charter schools, redirecting money that previously remained with public school districts where students reside.
New provisions remove the four-student cap for private homeschool instructors, allowing them to teach unlimited students and charge tuition, though critics warn these settings lack mandatory safety and certification requirements.
Opponents labeled the measure a "double whammy" for public schools, arguing the funding shift will force districts to cut teacher salaries and extracurricular programs like band and choir.
Sen. Jesse Green, R-Harcourt, championed the bill as essential for fostering competition and innovation, linking the expansion to the state's Education Savings Account program supporting private school tuition.
