- Originating from a 2017 lawsuit by former inmates aided by the American Civil Liberties Union of Wisconsin and Juvenile Law Center, the 2017 consent decree mandated limits on solitary confinement, pepper spray, mechanical restraints, strip searches and out-of-cell time.
- Advocates argued, `When we started this lawsuit in 2017, the use of pepper spray on children, solitary confinement, shackling, and strip searches were rampant at Lincoln Hills and Copper Lake,' said Tim Muth, emphasizing reforms.
- Ending the decree would enable plans to close or replace Lincoln Hills and Copper Lake, converting them into adult prisons with judge approval and State Legislature cooperation.
- The state says its closure timeline depends on a new state-run youth prison in Milwaukee County, Mendota Juvenile Treatment Center expansion, Fitchburg facility funding approved last month, and Evers' administration funding needs for northern facility and Grow Academy.
