- On Monday, Indiana Gov. Mike Braun ceremonially signed House Enrolled Act 1002, introducing performance-based ratemaking for investor-owned electricity suppliers to address high utility costs and prioritize ratepayers over utility profits.
- The legislation mandates a summer shutoff ban from June 1 through Sept. 23 for low-income customers and requires utilities to offer "levelized" billing plans under the Indiana Utility Regulatory Commission .
- State Rep. Alex Burton , a co-author of the law, called it "a meaningful step toward prioritizing ratepayers over profits," while Braun appointed three new "rate-conscious" commissioners to the IURC.
- Consumer advocate Kerwin Olson of the Citizens Action Coalition expressed disappointment that supporters were excluded from the signing, warning that benefits for most ratepayers may take years to materialize.
- Residents can share feedback on energy affordability at an IURC listening session on Tuesday, April 7, from 6:00 p.m. to 8:00 p.m. Central Time at the Old National Events Plaza in Evansville.
